Arbitration (Peer-Review) Regulations

  1. Pre-Screening – The Editorial Board reserves the right to conduct an initial assessment of each submission to determine its suitability for external review, evaluating scientific content and the author’s adherence to academic integrity.
  2. Reviewer Qualifications – Reviewers must hold a doctoral degree with an academic rank of Assistant Professor or higher.
  3. Review Deadline – Reviewers are expected to complete their evaluations within six weeks of receiving the manuscript.
  4. Third-Reviewer Rule – If one reviewer recommends rejection, a third reviewer will be appointed to make the final recommendation.
  5. Notification of Decision – The Editor-in-Chief informs the author of the final decision (acceptance or rejection) without revealing reviewer identities and without an obligation to respond to objections.
  6. Communication Sequence
    Authors are notified of manuscript receipt within one week of submission.
    • Manuscripts requiring revision are returned to authors with specific comments to be addressed before final acceptance.
  7. Withdrawal by Default – A manuscript is deemed withdrawn if the author fails to submit the required revisions within three months of receiving the journal’s feedback, unless a compelling excuse acceptable to the Editorial Board is provided.
  8. Non-Compliance Costs – Should the author decline to make the requested revisions or withdraw the manuscript prior to publication, the author is liable for peer-review fees and any related expenses incurred by the journal.
  9. Exclusive Publication – Once accepted, the paper may not be published in another scholarly journal.

Reprint Permission – Authors may reprint their article in a personal or edited volume only after three years from its publication in the journal
