Abstract

There is no doubt that development of all kinds in Libya is one of the most important topics that have a very important impact on establishing the country’s institutional structure. The concept of the National Strategy for Sustainable Development was proposed in 1992, when countries were called to integrate economic, social and environmental goals into a single action plan that focuses on The strategy at the national level. Member states have reaffirmed the importance of the national strategy and set the year 2002 as a goal to formulate and develop a national strategy that reflects the contributions and responsibilities of all parties concerned, as interest in the development of border areas is one of the top priorities of many states and countries, especially in light of the security and economic conditions. Currently, the citizens of these areas have become greatly polarized by smuggling networks and terrorist organizations. Especially those border regions that are witnessing low levels of development at all levels, economic, social, and even cultural. Libya, like other countries, has a large border strip that connects it with countries, and each of those border regions has its own economic , social , and cultural character .
