Abstract

The research sheds light on the obstacles to scientific research and how these obstacles affect the formulation of educational policies,


The problem of research lies in the fact that the results of scientific research and the process of drawing and developing educational policies, are going in two parallel lines and each of them in a direction and confirms the reality of scientific research in the humanities and applied sciences and here the research problem revolves around a pivotal question that what are the obstacles that prevent the employment of the results of scientific research and why do not contribute to the formulation and development of educational policies?


The research aims to identify the conceptual framework for making and drawing educational policies and to reveal obstacles to benefiting from the results of scientific research in educational policy-making  and then develop a proposed vision to employ the results of scientific research in educational policy-making. The research reached a set of results, including: There are a number of difficulties and challenges facing scientific research and that these difficulties, including what is due to the researcher and his scientific eligibility, skills and experience, including what is due to administrative matters belonging to the institution in which he works and there are obstacles due to reasons related to funding and budgets allocated for scientific research and there are social factors related to the social conditions of the researcher and the extent of cooperation of community members and their acceptance of research.


Scientific research in Libya, like other Arab countries, suffers from difficulties and obstacles that need a serious pause to demonstrate difficulties, raise the level of research, improve working conditions and the status of researchers, provide material and moral incentives  , and look at research as an end to solve problems and address phenomena in society
