Administrative Leadership and Its Role in Fostering a Culture of Innovation within Organizations: A Field Study on the General Administration of Consumer Services at the General Electricity Company

Abstract

This study aimed to identify the role of administrative leadership dimensions, represented by the planning, organizational, directing, controlling, and human dimensions, in building a culture of innovation within the General Administration of Consumer Services at the General Electricity Company. It also sought to measure the extent to which these dimensions contribute to strengthening an environment supportive of creativity and innovation, and to examine the nature of the relationship between administrative leadership and innovation culture within the institution under study.

     The study adopted the descriptive analytical approach due to its suitability to the nature of the study, using a questionnaire as a tool for data collection and analyzing the data through the Statistical Package for Social Sciences (SPSS), with appropriate statistical methods employed to test the study hypotheses.

The study population consisted of employees of the General Administration of Consumer Services at the General Electricity Company, totaling 176 employees, while a simple random sample of 78 respondents was selected from administrative leaders and employees involved in decision-making and innovation-related activities.

     The findings revealed a relative weakness in the practice of some dimensions of administrative leadership, particularly the planning, directing, controlling, and human dimensions, compared to a relatively better level in the organizational dimension. The results also indicated a low level of innovation culture within the institution. Moreover, the study found a significant positive effect of administrative leadership on building innovation culture, with leadership explaining 38% of the variance in innovation culture, confirming its influential role in promoting institutional innovation.

The study recommended integrating innovation into planning and leadership and organizational practices, while developing a work environment supportive of creativity through enhancing motivation, participation, and organizational flexibility. It also recommended adopting integrated administrative policies that support innovation culture through activating developmental control, developing human capabilities, and linking administrative leadership to sustainable institutional development
