Diagnosing the Challenges of the Corporate Work Environment and Ways to Enhance Productivity: A Field Study at Mellitah Oil & Gas Company

Abstract

     This scientific paper addresses a central issue facing public institutions in rentier states: diagnosing the problems of the institutional work environment and identifying ways to raise productivity, using Mellitah Oil and Gas Company as a case study. The paper proceeds from the problem that declining productivity in the Libyan oil institution is not only due to technical factors but also to structural imbalances in the work environment, including administrative corruption, resistance to change, organizational conflict, and weak supervisory mechanisms.       The paper aims to provide a theoretical framework for analyzing these problems, classifying them, and proposing sustainable solutions. A descriptive analytical methodology was adopted, reviewing previous studies that confirmed a gap between theoretical supervisory systems and their practical applications. The paper concludes that raising productivity in Mellitah Company requires an integrated approach starting from strategic planning, through breaking resistance to change, to activating effective control mechanisms, while designing short and long-term reform scenarios.
