The effectiveness of information systems in improving the planning and management of human resources in Libyan companies

Abstract

The purpose of this research is to evaluate the contribution of information systems toward planning and managing human resources within Libyan organizations relative to organizational productivity and raising the performance of the institution. The study was conducted on a sample of 100 employees from three Libyan companies in Tripoli: Al-Majd Al-Qadem, Al-Sawaed, and Al-Sabah are all books. Questionnaire was the major source of data collection whereby different statistical tools were applied in the analysis of the data.

The findings of the study were quite promising though the most important of all is realization of human resource planning by means of competency information systems that included accurate forecasting of competencies. Also, the findings showed that information systems also support the optimization of other administrative tasks including recruitment, training, and performance appraisal in the institution, making it more efficient and minimizing mistakes. Nevertheless, the study also demonstrated some obstacles which can affect the positive effect of information systems in the Libyan environment, including low technical support and poor human resources.

According to the results of the study, information systems can be considered as the important factor of enhancing human resource management and organizational effectiveness; however, various issues regarding the infrastructure and staff training remain the critical concerns. Specific business recommendations of the study included increase of information technology infrastructure investment, introduction of IT training programs, and increase the awareness of managers of those improvements that can be achieved with the help of information systems.
